The appellate tribunal yesterday explained its decision last month to refuse bail for Bishop Earl Randolph Fraser, who was convicted of having sex with a teenage congregant he was counseling.

In a nine-page written judgment, Court President Anita Allen noted that bail should only be granted following a conviction in "exceptional circumstances".
